Several top Turkish Cabinet ministers will now have seats on the Supreme Military Council (YAS), as a key reform in the wake of the failed July 15 military coup by a group of rogue officers, the state Official Gazette announced on Sunday, Anadolu reported.

Under a statutory decree, seen as part of Turkey's current three-month state of emergency, the deputy prime ministers and the foreign, justice, and interior ministers will now join the prime minister, chief of General Staff, defense minister, and the force commanders on the council.

A number of military officers will no longer sit on the council, including some generals and admirals.
Under other reforms, the gendarmerie is now answerable to the Interior Ministry, so the gendarmerie commander will also no longer sit on the council.

Also under the changes announced, the defense minister replaces the deputy chief of General Staff as the council’s secretary general.

During a state of emergency, the Cabinet has the right to issue statutory decrees under the president of the republic without regard to routine procedures and restrictions in Article 91 of the Constitution. These decrees are first published in the Official Gazette and then submitted to parliament for ratification. Hmmm.....'Advanced Islamist dictatorship' Turkey is a fact.

MANBIJ - More than 3000 civilians those who have been rescued from ISIS, reached liberated areas in the morning. Women first took off black burqas and burned them against the atrocity of ISIS.

More than 3000 civilians have been rescued in the El Neîmî Neighborhood of Manbij from ISIS by Manbij Military Council. The civilians were taken to Sawana safe area.

The fighters liberated the bridge opened to El Kecli Neighborhood, El Bizar Avenue and El Neîmî Neighborhood yesterday. 3000 civilians, who were used as shields by ISIS, have been rescued by council fighters after violent clashes broke out in El Cezire Avenue. Rescued civilians were taken to liberated areas.

Rescued women first took off black burqas and burned them against the atrocity of ISIS.

Meanwhile, violent clashes and operation continue in Manbij.

Belgrade think tank says Balkan states must understand the reality of Islamic State’s appeal to Muslim women - if they want to stem to outflow of women there.

Women from the Western Balkans and elsewhere are as attracted to the Islamic State as much as men, a paper published by the Belgrade Centre for Security Policy think tank, says.

The presence of women in the Islamic State is dangerous—although women currently do not participate in violent jihad, they are responsible for raising the next generation of jihadists, for performing professional functions while the men engage in violent jihad, and for the recruitment of more individuals to populate the caliphate.

Women who migrate tend to feel marginalized in the societies where they live, and also may have psychological problems, which will only be exacerbated by their experiences in the Islamic State.

While violent extremist groups are often thought to be the domain of men, the numbers of wom en migrating to Syria and Iraq from the Western Balkans and around the world are proving otherwise.

As numbers of foreign fighters traveling from the Western Balkans to Islamic State-held territory
continue to increase, there is a corresponding problem of women from the Western Balkans being recruited to join the Islamic State.

Current evidence shows that there are visible numbers of women who have already migrated — in particular, from Bosnia-Herzegovina (36), Kosovo (42), and Albania (13-29). Estimates show that around 10-15% of total Islamic State recruits are women.

There is no single profile of the typical female recruit, however two distinct groups are evident:
1.) young women (as young as 15) who travel to ISIS territory to marry a jihadist and 
2.) women who are already married and travel with their husband. For young women still living with their parents, evidence from the Western Balkans and elsewhere shows that parents had little to no prior indication that their daughters were being radicalized or had the intention of departing for Islamic State-held territory.

The paper notes that “the women who migrate have taken on a variety of roles, and although they are predominantly expected to keep to the domestic sphere, their participation is still critical for developing the Islamic State‘s ‘Caliphate’ into what they believe will be a Muslim utopia”.

They also help expand the Islamic State‘s network by recruiting other women. Women are barred from taking up combat, and while they do not pose a security threat to European countries at present, they could be trained to become suicide bombers or fighters in future, the paper say.

A total of 40 people, the majority of them children, from nomadic herder families in northern Siberia are under observation in hospital amid fears they may have contracted the anthrax. Doctors stress that so far there are NO confirmed cases.  
Up to 1,200 reindeer were killed either by anthrax or a heatwave in the Arctic district where the infection spread.  
Specialists from the Chemical, Radioactive and Biological Protection Corps were rushed to regional capital Salekhard on a military Il-76 aircraft. 
They were deployed by Defense Minister Sergei Shoigu to carry laboratory tests on the ground, detect and eliminate the focal point of the infection, and to dispose safely of dead animals.
The move confirmed the seriousness with which the authorities view the anthrax outbreak, the first in this region since 1941.   
The army unit is equipped with military helicopters as well as off road vehicles for what Yamalo-Nenets governor Dmitry Kobylkin calls 'an extremely challenging task of liquidating the consequences - and disinfecting the focus - of the infection. I think this perhaps will be the first in the world operation cleaning up a territory of mass deer mortality over such distances in the tundra.' 

Eight new people were admitted to hospital in Salekhard early on Friday, bringing the total to 40, said officials.   
Earlier it was reported that 13 were in hospital.
'As of now, there is no single diagnosis of the dangerous infection,' said a spokesman for the governor of Yamalo-Nenets, Dmitry Kobylkin. 'Medics are taking preliminary measures even if there is the slightest doubt over the nomads' state of health.'  
The 40 are all from a total of 63 nomads belonging to a dozen families who were at the site of the outbreak at Tarko-Sale Faktoria camp. The remaining nomads have been evacuated some 60 kilometres from the focus of infection in Yamalsky district.  
A prolonged period of exceptionally hot weather in an Arctic Siberian district - with temperatures of up to 35C - has led to melting of permafrost in Yamalo-Nenets and other regions.

The "Caucasian Knot" has reported that according to Alexander Bortnikov, in 2015, 156 militants were neutralized in Russia. Experts suggest that the most influential leaders of the "Islamic State" (IS) in Russia are still alive.

Today, at the opening of the 15th meeting of heads of secret services, security agencies and law enforcement bodies, Alexander Bortnikov has noted that Russia is engaged in activities for international search for the persons, involved in plotting and carrying out terror acts.

Among the problems faced by the law enforcement bodies of different countries, Alexander Bortnikov has mentioned glorification of suicide bombers and creation of their image as martyrs, the "Rossiyskaya Gazeta" reports.

Besides, according to the chief of the Russian FSB, a serious problem is the use of the Internet for dissemination of the ideas of aggression. Alexander Bortnikov has called on to solve the problem of anonymity and lack of control on the Internet.

In 2015, according to Alexander Bortnikov, in the Russian Federation, law enforcers identified 2900 people suspected of involvement in terrorist activities in Afghanistan, Syria, and Iraq.

A top U.S. military commander said there was a persistent concern that the failed coup in Turkey – and the backlash by the Turkish government – would impair the Pentagon’s operations in the region.

U.S. Central Command Commander Gen. Joseph Votel said Thursday that a number of the U.S. military’s closest allies in the Turkish military have been placed in jail following the coup attempt.

Later in the day, Director of National Intelligence James Clapper echoed Gen. Votel’s comments.
The failed coup and the government’s backlash have “affected all segments of the national security apparatus in Turkey,” Mr. Clapper said in Aspen. “Many of our interlocutors have been purged or arrested. These words were part of a letter of condolence sent by Palestinian President Mahmud Abbas to Pope Francis, the successor of Saint Peter following the heinous murder of the elderly priest whose throat was cut by two terrorists as he celebrated mass in the church of Saint Etienne du Rouvray, near Rouen.

The Catholic Bishops of the Holy Land continued “we believers, need to pray to the Almighty to keep all people united and together cooperate for an end to all kinds of terrorism and that world leaders be inspired to act wisely and decisively to uproot terrorism and its causes in all of the regions now suffering from this plague”.

The terrorist attack on the church of Saint-Etienne-du-Rouvray, close to Rouen; in which the throat of the elderly priest who was celebrating Mass, Fr. Jacques Hamel, was slit; the taking of hostages in a sacred place, has caused great pain within the French Muslim communities. Already yesterday, a few hours by the attack, the French Council of the Muslim Faith condemned the act as "vile and barbaric", pleading for cohesion and unity among all the French.

Of all the messages sent to AsiaNews, we have decided to publish those of two long time friends: that the imam of Nimes, Hocine Drouiche, vice president of Imams of France; and of Kamel Abderrahmani, a young Algerian university student in France.

With courage, they are not afraid to accuse Islamism of being the "disease of the century", which "is taking Islam hostage” or call on all Muslims to "move" and make gestures of unity with other French and other religions.

This co-existence is precisely the element that Islamic radicals want to destroy. An editorial published in Dabiq (the Islamic State magazine), at the beginning of 2015, called for the "extinction of the gray zone", the area where many Muslims live in the West, between light and darkness, between the caliphate and the infidel world.

According to the IS all Muslims must leave the Western world and belong solely to the caliphate, destroying any possibility of dialogue. This is the context in which the actions of 19 year old Kermiche Adel, one of the church attackers killed by police, matured. The churches, with their welcome to all, the grief of Muslims for Christian victims, are part of this "gray area" that IS want eliminated, but are also the basis for the reconstruction of society, an element of resistance to a barbarism preached in the name of God.

Morocco said on Wednesday that it had arrested 52 suspected militants inspired by ISIS and that it had foiled several attacks in the North African country by seizing arms and bomb-making materials.

It is the largest group arrested in years and the latest of a series of cells that the authorities say they have found plotting attacks inside and outside Morocco.

The North African kingdom, an ally of the West against militancy, has been on high alert since 2014, when ISIS took control of large swathes of northern Iraq and Syria.

The 52 arrested were among 143 people investigated in many Moroccan cities and towns, the interior ministry said in a statement.

Many members of the group were planning to create an ISIS province (Wilayat) in Morocco, the statement said.

They intended to assassinate Moroccan security and military officers and tourists, as well as targeting prisons and festivals and other institutions in the country.

Morocco’s Central Bureau of Judicial Investigation, the judicial part of the Moroccan domestic intelligence service, has tracked suspected militants since ISIS established itself as a global threat.

Morocco has dismantled 38 suspected militant cells with ISIS ties since 2013, the statement said, adding 159 cells had been found since 2002.

Hundreds of militants from Morocco, Tunisia and Algeria have joined jihadists in Syria. Some are threatening to return and create new militant wings in their home countries, security experts have said.

Nearby Libya has become a major draw for jihadists from North Africa and sub-Saharan Africa. ISIS has taken advantage of the security chaos there to build a base, operate training camps and take over the city of Sirte.

There are between 2,000 and 5,000 ISIS fighters from Libya, Tunisia, Algeria, Egypt, Mali,Morocco and Mauritania deployed in Sirte, Tripoli and Derna, according to a report drafted by U.N. chief Bank Ki-moon.

Jean-Paul Laborde, U.N. assistant secretary general and head of its Counter-Terrorism Committee, has also said that nearly 30,000 “foreign terrorist fighters” are currently in Syria and Iraq.

“There are nearly 30,000, and now that the territory held by ISIS is shrinking in Iraq, we are seeing them return, not only to Europe but to all of their countries of origin, like Tunisia, Morocco,” Laborde said recently.

Also Wednesday, Italian police said they have arrested two Moroccan residents on suspicion of distributing pro-ISIS propaganda.Police said the two men living in the Liguria region bordering France have previous arrests for dealing drugs and other offenses. A third Moroccan is under investigation.

The investigation was launched when a young woman reported receiving a photo on WhatsApp showing a woman posing with a machine gun in position to fire. The photo originated from a number in Morocco that was not in the phone’s address book.

The woman told police she had lent the phone to a Moroccan resident of a refugee home several months earlier. From there, investigators traced a network of “possible activism of the three suspects involving proselytizing for the self-proclaimed Islamic State.” More here.

It is with profound concern that I examined the first decree with the force of law (“Kanun Hükmünde Kararname”, KHK/667) adopted within the framework of the state of emergency declared in Turkey last week.

I note that Turkey has submitted a formal notice of derogation to the European Convention on Human Rights (ECHR) as foreseen under Article 15 of the Convention. As I expressed in a statement last week, I have no sympathy for the coup plotters. I think that those who actively plotted to overthrow democracy must be punished. I am also not putting into question Turkey’s right to declare a state of emergency, nor to derogate from the ECHR.

But I must stress that, as recalled by the Secretary General of the Council of Europe, such derogations are not limitless: the European Court of Human Rights (ECtHR) remains the ultimate authority to determine whether measures taken during the state of emergency are in conformity with the ECHR. One of the criteria used by the Court in this context is whether the measures derogating from the ECHR are taken only to the extent strictly required by the exigencies of the situation.

The tests of necessity and proportionality used by the ECtHR are understandably altered in such situations, but they are not removed altogether and will apply to the measures foreseen in the aforementioned Decree. While it will of course be ultimately up to the ECtHR to decide on their compatibility with the Convention, I have very serious misgivings on both counts.

It is therefore particularly striking in the light of this case-law that the present Decree authorizes detentions without access to a judge for up to thirty days. This period is exceptionally long and will apply not only to those suspected of involvement in the coup attempt, but all persons suspected for involvement in terrorist offences and organised crime, during the validity of the state of emergency.

At the same time, while acknowledging that procedural guarantees applicable to police custody have improved since the above mentioned judgment, I am also concerned about the practical application of this measure, noting in particular the findings of the European Committee for the Prevention of Torture in 2013 that suspects in Turkey may not in all cases have access to a lawyer immediately from the very outset of deprivation of liberty so as to prevent torture and ill-treatment. This is all the more worrying in the light of concerns regarding allegations of torture I expressed in my previous statement.

I consider that the aforementioned Decree contains several other aspects that raise very serious questions of compatibility with the ECHR and rule of law principles, even taking into account the derogation in place:
  • Restrictions to the right of access to a lawyer, including the confidentiality of the client-lawyer relationship for persons in detention, which could affect the very substance of the right to a fair trial, and restrictions to visitation rights (Article 6);
  • The scope of the Decree, which concerns not only the coup attempt, but the fight against terrorism in general; both for physical and legal persons, punishments foreseen in the Decree apply not only in cases of membership or belonging to a terrorist organisation, but also for contacts with such an organisation (Articles 1, 2, 3 and 4);
  • Simplified procedures to dismiss judges, including judges of the Constitutional Court and Supreme Courts, without any specified evidentiary requirements (Article 3);
  • The immediate closure of 1 125 associations, 104 foundations, 19 trade unions, 15 universities, 934 private schools, and 35 private medical establishments. I note that it is not the activities of these bodies that are suspended or placed under trustee control: they are disbanded and their assets revert automatically to state authorities. The Decree further provides a simplified administrative procedure for the disbanding of further organisations (Article 2);
  • A simplified administrative procedure to terminate the employment of any public employee (including workers), with no administrative appeal and no evidentiary requirements (Article 4);
  • Automatic cancellation of passports of persons being investigated or prosecuted, without court order (Article 5);
  • Cancellation of rental leases between public bodies and persons considered to be a member of or in contact with a terrorist organisation, a measure that is likely to affect not only the suspects but also their families (Article 8).
Another worrying feature of the Decree is that it foresees complete legal, administrative, criminal and financial impunity for administrative authorities acting within its framework (Article 9) and the fact that administrative courts will not have the power to stay the execution of any of these measures (Article 10), even if they consider that such measures are unlawful. These two provisions effectively remove the two main safeguards against the arbitrary application of the Decree.

I therefore fear that the combination of such a wide scope, extremely wide and indiscriminate administrative powers affecting core human rights, and the erosion of domestic judicial control may result in a situation where the very foundations of rule of law are put in jeopardy, and where the ECtHR will have to face a huge number of new cases coming from Turkey. The large number of terrorist attacks carried out by ISIS in Western countries over the past year – including the July 14 truck attack in Nice, France (84 dead, some 100 wounded), the June 12 shooting at a nightclub in Orlando, Florida (49 dead, over 50 wounded), the March 22, 2016 combined attacks in Brussels, Belgium (32 dead, over 300 wounded), and the combined attacks in Paris, France in November 2015 (129 dead, 350 wounded) – has sparked a wave of harsh criticism in the Arab and Islamic world, both due to the fear of Western responses and the increase of Islamophobia, and due to the torrent of youths who flock to the extremist organization.

Alongside the many articles that stressed that terrorist attackers do not represent Islam and operate out of outside interests, there have been an increasing number of articles in the Arab media calling to acknowledge that Islam, and the obsolete interpretations of it that are still applied today, are indeed related to the wave of global terrorism.

Writers called on Muslims to be honest and admit the existence of Muslim religious extremism instead of blaming others, and to uproot it.
The writers argued that the source of ISIS's extremist ideology is the Muslim social and cultural structure and that Muslims must therefore declare a war on this "cultural affliction" in their midst. According to them, this war requires fundamental reforms in Islamic interpretations alongside reforms in cultural, governmental and education patterns in Arab countries, which, they say, cause many Muslims to harbor covert sympathy for ISIS.
Many writers argued that most of ISIS's religious practices are drawn from the most important Islamic law books, while stressing that these laws do not reflect explicit Koranic dictates, but rather the opinion of jurisprudents that lived in a certain reality that is no longer relevant today. 

Therefore, they explained that in order to rescue the universal values of Islam from the culture of ignorance, backwardness, and violence, the Islamic jurisprudents of today must critically and rationally review the history of Islam and its religious texts, and adapt Islamic interpretations and laws to the spirit of the times, while taking into account the current circumstances and the greater good. In their opinion, some Islamic dictates should even be cancelled altogether to conform with universal progressive values such as liberties and human rights.

The writers harshly criticized the passive response of Muslims to ISIS crimes.

According to them, clerics make do with condemning the crimes of terrorist organizations, and some even take part in spreading extremist ideologies themselves. They argued that "ideology can only be combatted with ideology" and that no one other than clerics can "defeat and eliminate terrorism based on uncompromising ideology." 

Therefore, the clerics must combat extremist religious discourse that captures the hearts of many youths, and systematically refute its ideas and rulings as part of ideological, practical, and informational programs. In this context, some of the writers mentioned the silence of the Muslim Brotherhood, which they said begat these extremist takfiri organizations and now refrains from coming out against them and their ideology.

The writers also pointed to the confusion afflicting the common Muslims today, whether due to the refusal of Islamic religious institution to accuse ISIS and its ilk of apostasy, or whether because matters that were once uncontroversial in Islam – such as offensive jihad and slavery for prisoners of war – are currently forbidden according to modern world norms.

The writers stated that changing the religious discourse was a vital and urgent step, since the ongoing political and cultural situation in the Arab and Muslim world is "a wonderful recipe for extremism and backwardness," and that preserving and sanctifying ancient Islamic heritage would birth groups even more extreme than ISIS and lead Muslims to their doom.

A video, which was posted on YouTube on July 22 and and which circulated on social media, shows a Muslim mob throwing stones at families in the village of Saft Al-Kharsa in the Beni Suef governorate.

The video was shot from the balcony of one of the Coptic families. According to reports, the attacks followed the Friday sermons at the local mosques and were instigated by rumors that Copts had converted their homes into churches. reported that the tension started when security forces apprehended Ishaq Fahim, a Copt whose home was used as a church since the nearest church is in another village, 10 km away.

The security forces warned Fahim against using his home as a church. Following the attacks, Fahim was arrested along with the Muslim rioters, and the security forces demanded that he sign a commitment that he would not turn his home into a church.

The GMBDW reported in October 2007 that current Democratic Vice-Presidential candidate Tim Kaine had a close relationship to the Muslim American Society (MAS), a part of the US Muslim Brotherhood closest to the Egyptian organization. According to a local media article cited in that post:
Democratic Gov. Timothy M. Kaine is far too close to a Muslim group that allegedly has ties to Islamic terrorism and espouses radical views, according to two local delegates. But a group leader says the charges are founded in racism. 
Kaine should move to put some distance between his administration and the Falls Church-based Muslim American Society, said Dels. Todd Gilbert, R-Woodstock, and Clifford L. “Clay” Athey Jr., R-Front Royal. 
It all started when Kaine appointed Dr. Esam Omeish, the president of the society, to the Virginia Commission on Immigration. Gilbert wrote to Kaine, asking him to reconsider the appointment after seeing online videos of Omeish accusing Israel of genocide against Palestinians and exhorting Muslims to “the jihad way.” 
Omeish resigned less than a day later under pressure from Kaine. 
But after some investigation, the delegates say the connections between Kaine and MAS appear to be deeper than just one appointment. 
Kaine was the keynote speaker at the society’s Freedom Foundation “Standing for Justice Dinner.” He was photographed with leaders of the group, including Imam Mahdi Bray, the executive director of the foundation. 
In an online video of a 2000 rally in Washington, Abdurahman al-Amoudi — who would later plead guilty to charges of funneling money from Libya to Saudi militants — took to the podium and declared his support for Hamas and Hezbollah.

The UAV (Unmanned Aerial Vehicle) that flew on July 17 over northern Israel was a “Yasir” drone made in Iran that was launched from a Hezbollah base in Syria’s Qalamoun Mountains, some 60km from central Golan. This is reported by DEBKAfile military and intelligence sources.

The Yasir can reach an altitude of 5,000 feet, operate in a 200km radius and stay aloft for 8 hours, as reported by Tabnak and translated by IFP.

The Israeli website says there is no information as to whether it was launched by an Iranian or a Hezbollah team.

This UAV displayed exceptional maneuverability, unlike most drones, since it is believed to the advanced US electronic systems installed by reverse engineering of the American US ScanEagle drone that was downed intact over Iran on Dec. 17, 2012.

The Israeli website’s military and intelligence sources say this fundamental upgrade was carried out under the instruction of Chinese cyber warfare specialists.

The IDF, the Israeli air force and other western armies, including the US Air Force, are anxiously trying to find out how many replicas of the purloined US ScanEagle the Iranians have been able to manufacture.

The behavior of migrants that lost their moral and spiritual values provokes growing Islamophobia in Europe, Russian Foreign Minister Sergey Lavrov said on Friday.

"As soon as you forget about your origin, moral and spiritual values, you immediately become indifferent to others’ values," Lavrov told the National Educational Youth Forum "Territory of Meanings on the Klyazma."

This is why Europe currently witnesses growing Islamophobia, he noted.

"Migrants are accused of unacceptable behavior, and these accusations are confirmed by facts. However, they are also trying to sweep this problem ‘under the carpet’," the foreign minister continued.

Migrants "are doing what they want because their moral values are lost and they do not want to revive them. They get Islamophobic reactions in response," Lavrov concluded.

The boundaries of the Russian Arctic zone can only be adjusted as regards their expansion, Russian Foreign Minister Sergei Lavrov said, delivering a lecture about the situation in the world at the National Educational Youth Forum "Territory of Meanings on the Klyazma."

He answered a question from the audience whether Russia, the United States and Canada intend to give their part of the Arctic to China.

"If the United States and Canada want to give part of their Arctic zone to someone - well, they are adults," he said, laughing. "But our Arctic zone - it’s our Arctic zone, and now its boundary is being adjusted as regards its expansion."

According to Lavrov, Russia has submitted a final bid for the expansion of the limits of its continental shelf in the Arctic.

"It has already been submitted to the UN Commission and will be considered in the next six months or a year", he said.

In August 2015, Russia filed a new bid for the expansion of the limits of its Arctic continental shelf through the inclusion into it of the Lomonosov submerged ridge and some other sections of the Arctic Ocean floor.

The Convention on the Law of the Sea enables a country to broaden its economic zone on the condition that the seafloor outside its border is a natural continuation of the continent’s fringe. Beside Russia, making claims to the areas under the masses of the Arctic Ocean water are Canada, Denmark, Norway, and the US. Hmmmm......Putin will have Trudeau for appetizer.

Gulf Officials Blast MB 'Godfather' Al-Qaradawi: He Is The 'Mufti Of Suicide Attacks,' (Memri).

In recent weeks, officials in the Gulf have lashed out at Sheikh Yousuf Al-Qaradawi, head of the International Union of Muslim Scholars (IUMS) and a prominent spiritual leader of the Muslim Brotherhood (MB), for fatwas he issued in the past permitting suicide operations. The accusations came on the wake of the July 4, 2016 suicide bombings in Saudi Arabia.

The first to voice the accusations was UAE Foreign Minister 'Abdallah bin Zayed, who, in two tweets, blamed Al-Qaradawi for suicide attacks and called to hold him to account for his role in encouraging them. Responding to this on his own Twitter account, Al-Qaradawi called bin Zayed a "devil" but refrained from addressing the accusations themselves. It should be noted that after Twitter twice removed Al-Qaradawi's response he reposted it on his Facebook page. [1]

Bin Zayed's comments were echoed by two other Gulf officials: Bahraini Foreign Minister Khalid bin Ahmed Aal Khalifa and UAE State Minister for Foreign Affairs Dr. Mohammed Gargash. Several articles in the Gulf press joined the attack on Al-Qaradawi, calling him "the Mufti of Suicide" and "the Sheikh of Fitna," and some Egyptian papers known from their anti-MB position also published articles against him.

The accusations against Al-Qaradawi sparked a heated debate on social media. As evidence for their validity, users pointed to a video from 2012 in which the sheikh justified suicide operations in Syria. Asked whether it was permissible to carry out a martyrdom operation against regime loyalists even if civilians may be harmed as a result, Al-Qaradawi said that this was allowed as long as the group (that carried out the attack) deemed it necessary.[2]

This is not the first time that various Arab media, especially those opposing the MB, have blamed this movement – and Al-Qaradawi as one of its prominent ideologues – for ISIS's violence in the Arab world.[3] In fact, Egypt and some other Arab countries have designated the MB a terrorist organization. 

However, this is the first time official Gulf elements have fingered Al-Qaradawi as responsible for ISIS's terrorism and for suicide operations. This may stem from their desire to rebuff Western claims that the source of Sunni extremism is the Wahhabi stream, dominant in Saudi Arabia, and shift the blame to the MB, which is regarded by many in the West as a more moderate Islamic movement.

It should be noted that even prior to 2012 Al-Qaradawi sanctioned suicide operations, especially in Palestine. In 2001 he responded to a fatwa by then-Saudi mufti 'Abd Al-'Aziz bin 'Abdallah Aal Al-Sheikh that forbade suicide operations even against an army occupying Muslim land. Al-Qaradawi stated in reply to this fatwa that operations by Muslim suicide bombers were a legitimate form of resistance, "heroic acts of martyrdom and sacrifice," and one of the noblest kinds of jihad for the sake of Allah.

He clarified: "These operations are the furthest [thing] from suicide and the ones who carry them out are not suicides by any measure. A suicide is someone who kills himself for selfish reasons, while one who sacrifices himself [a fida'i] does this for the sake of his religion and ummah. [He] fights the enemies of Allah using a new weapon that God has placed in the hands of the oppressed as a means of resisting the tyranny of the strong and the haughty."[4] 

As stated, in 2012 Al-Qaradawi permitted suicide operations in Syria provided that "the group [carrying out the attack]" deems it necessary, without explaining exactly what this means. In 2015, after he was accused of sanctioning suicide operations in Egypt following the ouster of president Muhammad Mursi, Al-Qaradawi's office issued a statement meant to clarify his stance on this issue.

It said that, in his book Fiqh Al-Jihad from 2009 the sheikh had clearly stated that he permitted suicide operations only in Palestine and nowhere else. The statement clarified further that, now that the Palestinians had obtained sophisticated weapons, suicide operations were no longer valid even in Palestine.[5] 

However, Al-Qaradawi's fatwas sanctioning suicide operations are still interpreted in some Muslim circles as a blanket permission for attacks of this kind. It should also be stressed that these fatwas still appear on his website.

This report will review the recent accusations against Al-Qaradawi.

Gulf Officials: The MB, Headed By Al-Qaradawi, Are To Blame For Suicide Attacks
On July 4, 2016, several hours after the series of attacks in Saudi Arabia, UAE Foreign Minister 'Abdallah bin Zayed tweeted: "We should hold to account those who incited and permitted to kill people and [to perpetrate] the suicide attacks." In a later tweet he explicitly pointed the finger at Al-Qaradawi: "Do you remember that [the former Saudi mufti], the honorable sheikh ['Abd Al-'Aziz] bin Bazz, forbade suicide attacks? Do you remember that the MB's mufti, [Yousuf] Al-Qaradawi, permitted them?"[6]

Other gulf officials supported bin Zayed's position. UAE Minister of State for Foreign Affairs, Dr. Mohammed Gargash, tweeted: "Those who justified suicide attacks and issued fatwas [permitting them] are responsible for the current situation. Thousands of innocent people have died because of [their craving] for influence and power which is disguised as religion." He added: "These people must take responsibility for the chaos and violence that they helped to ignite... The MB's historical affinity for violence and bloodshed is documented and known..."[8]

Two days later, Bahraini Foreign Minister Khalid bin Ahmed Aal Khalifa likewise responded to Al-Qaradawi's reply and supported his UAE counterpart, tweeting: "The devils who were unchained are those who tried to destroy the heart of the [Muslim] ummah and its strongest fortress. Now they are blaming the righteous leaders for their own faults."

Two commissions (for links with the Poles and for culture and media) of the Polish Seim on Tuesday adopted a resolution recognizing genocide the atrocity committed by Ukrainian nationalists against the Poles in Volhynia, a region in the northwest corner of Ukraine, in 1943-1944 during WWII.

"We establish July 11 as an official day of mourning dedicated to the victims of genocide carried out by Ukrainian nationalists against the citizens of the [interwar] Second Polish Republic," the draft resolution said.

"The genocide carried out in 1943-1945 claimed the lives of more than 100,000 people, predominantly peasants. Their exact number is unknown. Many of them have not been buried with dignity until today," the draft said.

"The memory of the victims of those crimes committed by Ukrainian nationalists 40 years ago has never been perpetuated and the mass killings have not been recognized genocide to match the historical truth," the resolution’s text stressed.

The Polish deputies also remembers the reprisals, which the Poles committed in retaliation in Ukrainian villages. "Remembering the crimes committed by Ukrainian nationalists, we cannot keep silent about Polish retaliatory actions in Ukrainian villages which also claimed civilian lives," the document said. The Polish deputies expressed their gratitude to those Ukrainians who risked their lives to help the Poles. They suggested that the Polish president decorate them with state awards.

The deputies added a clause urging to establish and mark the places of fratricidal crimes and bury the remains of all the victims, if such are found, with dignity as well as to draw up the victims’ full list.

The Organization of Ukrainian Nationalists (OUN) is an ultra-right political organization (banned in Russia) which operated predominantly in the territory of Western Ukraine during WWII.

In collaboration with German reconnaissance bodies, OUN fought against the Soviet rule. In February 1943, Ukrainian nationalists started mass extermination of the Polish population of Volhynia. The campaign reached its peak in July-August 1943. On July 11, 1943, the units of OUN - UPA (Ukrainian Insurgent Army) attacked about 100 Polish populated localities and killed about 100,000 Poles, mainly women, children and old people.

Holders of the controversial Twitter account under the name of Fuat Avni (@fuatavni), which has extensively been used by Gülenists for manipulative propaganda and intimidation purposes, were reportedly captured in an operation late Tuesday.

According to Milliyet daily's Ankara representative Tolga Şardan, nine computer engineers working at the prime ministry's informatics division were detained in the operation against account holders at the Prime Ministry's annex in Kızılay district.

Other sources reported that the main figure running the account was Akif Mustafa Koçyiğit, who was working as the head of collection center of the Prime Ministry, a key position where intelligence is gathered.

The account, using its sources at key governmental posts, leaked confidential decisions by the government, accompanied with threats, insults and commentaries targeting President Recep Tayyip Erdoğan and other government officials.

The 46-year-old woman and her three daughters - aged 14, 12 and eight - are said to have been targeted while holidaying near Laragne in Hautes-Alpes in southern France.

An eight-year-old girl is fighting for her life after a mum and her three daughters were reportedly stabbed in a French holiday resort for being 'scantily dressed'.

The French family are said to have been targeted while holidaying in Garda-Colombe in the Hautes-Alpes near Montpellier in southern France.

The 46-year-old woman and the girls - aged eight, 12 and 14 - were all attacked before the knifeman fled the scene - according to police.

The eight-year-old was airlifted to hospital in nearby Grenoble with a punctured lung and is in a critical condition.

The 37-year-old man, who is said to be of Moroccan origin, has since been arrested following the incident at around 10am local time (9am UK time) this morning. 

Police say the motive for the attack remains 'vague' but local media reports state the attacker had made references to the females being 'too lightly dressed'.

Eye-witnesses said the mum and her daughters had been having breakfast when they were attacked.

Local prosecutor Raphael Balland told the AFP news agency: "The motive of the attack is very blurred." Read the full story here.

Turkey is ready to work towards restoration of peace and stability in the region together with Russia and Iran, Turkish President Recep Tayyip Erdogan said in a telephone conversation with Iranian counterpart Hassan Rouhani on Monday.

"Today, we are determined more than ever before to contribute to the solution of regional problems hand in hand with Iran and Russia and in cooperation with them," the Islamic Republic News Agency (IRNA) quoted Erdogan as saying.

The Turkish president informed Rouhani about the situation in Turkey. "At present, the situation is getting back to normal but it is too early to say that everything is over," Erdogan said.

For his part, Hassan Rouhani gave credit to the courage and political maturity of the Turkish people who stood up to defend the legitimate authorities.

"Stability and tranquility in Turkey have a positive impact on the atmosphere in the whole region. We have no doubt that tranquility in the Islamic world countries does not suit terrorists and some superpowers," the Iranian president stressed.

A Kurdish Yazidi woman who survived the so-called Islamic State (ISIS/IS) captivity accidentally saw her IS abuser in Germany.

The Kurdish Yazidi woman who is now receiving psychological treatment in Germany happened to see the IS militant who had maltreated her for four months while she was in IS captivity, Al-Alam News Channel reported on Sunday.

The IS militant who is said to be of Syrian origin is now living with his family in a refugee camp in Germany.

Abu Shuja'a Dinayi, an activist in freeing Yazidi women from IS, told Sputnik that the Yazidi woman has recognized the IS miltant in a market in Baden, Germany.

The Yazidi woman has informed the German police about the IS militant who had assaulted her for four months, he said.

After IS militants attacked the Yazidi town of Sinjar in mid-2014, they carried out various types of atrocities against Yazidis in the area. They abducted nearly 5,000 Yazidi women and girls and enslaved them in the IS-held territories in Iraq and Syria. Around 2,000 of the abducted Yazidis however have so far been freed from the grip of the militants.

The Nice attack – by the driver of a truck who ploughed through a festive crowd – introduced another face to the world of terrorism: The “wannabe” that seeks instantaneous recognition and credentials.

Bouhlel’s behaviour ranged from nervous breakdowns to domestic violence, with little interest or adherence to a religious lifestyle. Exposure to extremist ideology did not need an intense religious schooling or attending a training programme, the call to action was sufficient in enabling a quick radicalisation. An added concern: Bouhel did not need arms and weapons: a truck was enough to kill more people than recent attacks in France.

The Nice attack by so doing has introduced another face to the world of terrorism: the “wannabe” that seeks instantaneous recognition and credentials. The “wannabe” might have missed out on a life in the Caliphate or a training camp in Yemen or Somalia, but that does make them more dangerous, more immediate and more unpredictable.

The Islamic State claim to credit for the attack referred to Bouhlel as an Islamic Fighter, and thereby introduced a generation of fighters that do not need in-depth religious radicalisation process, a fighter that seeks redemption or executes attacks driven by individual frustrations. A fighter that is caught up in a mixture of personal problems, criminality, grievances and offered a quick solution to 'redemption'. A person that will gain recognition as a fighter simply by executing an attack: a medal of honour is offered via martyrdom.

The Islamic State inspires these attacks with little leverage and control, and this serves the group’s purpose. They need blood on their hands, they need to re-enforce their leadership position within the extremist Jihadist world no matter what it takes. Media attention following an attack for the Islamic State is never seen as negative – it supports its continuous search for attention that will support its own inflated propaganda message of a global reach and ability to kill.

'Advanced Islamist dictatorship' Turkey suspends leave for over 3 million civil servants. (ET).

Turkish Prime Minister Binali Yildirim has suspended the annual leave of more than three million civil servants nationwide until further notice, according to a government order published on Monday.

The order, published in Turkey’s Official Gazette, comes amid a wide-ranging government purge of the civil service, judiciary, police and armed forces following an abortive coup attempt by a faction of the army on Friday evening.

Civil servants already on leave will return to their posts as soon as possible, the order said. Hmmm......They suspended their leave to prevent them leaving the country, in order to round up more opposition. Read more here.
