  • New Imam Named for NYC Islamic Center.The organization planning to build an Islamic community center near the World Trade Center said the imam who has been the public face of the project, Imam Feisal Abdul Rauf, will be playing a reduced role in the facility.The nonprofit group Park51 announced Friday that it had named a new imam to help lead religious programing so that Rauf could focus on other initiatives.Rauf announced late this fall that he would be starting a global movement that would fight extremism and promote better relations between people of different faiths and cultures. He is set to start a national speaking tour Saturday in Detroit.Rauf will remain on the Islamic center's board, Park51 said in a statement, but the group needed someone who could be more focused on the day-to-day business of building a local congregation.The group named another New York City imam, Abdullah Adhami, as its senior adviser.Adhami was born in Washington, D.C., and earned an architecture degree from the Pratt Institute in Brooklyn.   • Report: Tunisian president flees amid riots.Prime minister takes over after rioters throng capital decrying unemployment, corrupt leadership.Tunisia's president declared a state of emergency Friday and announced that he would fire his government as thousands of protesters mobbed the capital to demand his ouster. Gunfire rang out across Tunis, clouds of tear gas filled the streets and police beat any protesters they could grab.Prime Minister Mohamed Ghannouchi said in a live address later that he had taken over from President Zine al-Abedine Ben Ali on an interim basis. "Since the president is temporarily unable to exercise his duties, it has been decided that the prime minister will exercise temporarily the (presidential) duties," Ghannouchi said on state television.Unconfirmed news reports, citing unidentified government sources in Tunisia, said Ben Ali had left the country.Ben Ali was facing his toughest challenge yet in 23 years of repressive rule after weeks of anti-government riots across the North African nation.Many shouted "Ben Ali, out!" and "Ben Ali, assassin!" Another poster read "We won't forget," a reference to the rioters killed, many by police bullets.In response, Ben Ali dissolved the government and also promised that early legislative elections would take place within six months, the official TAP news agency reported. Despite the fact that shooter Jared Loughner was not politically motivated, the FBI is now compiling a list of Americans deemed a potential threat because they criticized their representative – and targeting them with home visits.An Ozark man who ran a blog last year critical of Republican Congressman Billy Long was shocked to see an FBI agent turn up on his doorstep asking questions. The agent was accompanied by Green County Sheriff Jim Arnott, who had stepped outside of his jurisdiction to become involved in this act of political repression directed against Clay Bowler, a resident of Christian County.The FBI agent wanted to know if Bowler was a threat to Long because he had used an Internet blog to highlight claims of cronyism and corruption involving the Congressman before the southwest Missouri election in November, in which Long defeated Democrat Scott Eckersley to replace outgoing Rep. Roy Blunt.Green County Sheriff Jim Arnott’s justification that it’s best to “err on the side of caution” in targeting critics of government with home visits has no place in a free country. Perhaps Arnott would feel more at home in the former East Germany or the Soviet Union.“Arnott confirmed to KSPR News that Bowler isn’t the only local person who’s been scrutinized in the wake of last weekend’s shooting of Rep. Gabrielle Gifford (D-AZ) during a meet-and-greet with constituents in Tucson, Ariz,” states the report, affirming that the authorities are compiling new lists of Americans who are now considered to be potentially violent threats for the crime of asking their own public servants uncomfortable questions. Separately it was reported that the FBI was preparing to visit other bloggers in the area.Targeting anyone who exercises their First Amendment right to redress their grievances against local representatives who are paid to serve them with home visits accompanied by FBI agents only has one outcome – it chills free speech and discourages other Americans from speaking out against the government.   • "Life in Iran's prisons"Two Kurdish Political Prisoners on Death Row: “We Were Threatened with Sexual Torture”.According to the CDPP website, the two prisoners declared that the self-incriminating confessions they made regarding their armed activities and the murder of the son of the Friday Prayer Imam in the city of Marivan were extracted under torture and they played no role in the act [of homicide].Loghman Moradi told CDPP, “We ask human rights defenders for help, because we really had no role in the assassination of the son of the Marivan Friday Prayer Imam. However, due to the extensive torture and threats of “sexual torture” and “the detention of our families” [had we not confessed], we were forced to make [false] confessions.   • "Life in Iran's prisons".Mother of Nazanin Khosravani Says Daughter Forced to Sleep in Cold Cell with No Warm Clothes.The website Kaleme reports that the family members of incarcerated journalist Nazanin Khosravani were finally allowed to meet with her today. In an interview with Kaleme, Azam Afsharian, Khosravani’s mother said, “Although Nazanin was in good spirits, she complained about the extremely cold conditions in Evin prison’s ward 209.” According to Mrs. Afsharian, despite the sharp drop in temperature over the past few days, the Ministry of Intelligence officials in eard 209 have failed to provide Khosravani with warm clothes. Mrs. Afsharian added, “Nazanin informed us that the cell is so cold that at night it feels like you are sleeping on ice. I don’t understand why prison officials refuse to give my daughter warm clothes.”There are no beds in the the prison cells in the Ministry of Intelligence’s ward 209. Consequently, prisoners are forced to sleep on the floor. Despite the extreme cold weather, prisoners have not be provided with warm clothes or extra blankets.Nazanin Khosravani’s mother said, “During our visit Nazanin was very surprised about the fact that they intended to hold a trial without informing her lawyer and her family.”When Khosravani was taken to the Revolutionary Court to attend her trial on Wednesday, she accidentally bumped into her lawyer in the court house. As a result, her lawyer was able to speak to the Judge presiding over the branch 26 of the Revolutionary Court in order to postpone her trial. According to Khosravani’s mother, a date has not yet been set for her new trial, however, Mrs. Gheyrat, Khorsravani’s lawyer announced that her trial will take place soon.Read the full story here.




  • Indonesia slams Saudi maid abuse sentence.Indonesia said Wednesday a three-year jail sentence given to a Saudi woman for brutally torturing her Indonesian maid was "too light", and promised to back an appeal in the Saudi courts.A court in the Saudi city of Medina sentenced the woman to three years in prison for stabbing, beating and burning the Sumiati Binti Salan Mustapa, 23, with an iron.Her sentence was lighter than the maximum penalty of 15 years, Foreign Ministry spokesman Michael Tene told AFP."The judge there had found the employer guilty of abuse but her three-year sentence didn't fulfil a sense of justice," he said."Prosecutors there, with support from Sumiati's lawyer provided by the Indonesian government, have lodged an appeal."The Saudi woman slashed Sumiati's face with scissors, scalded her with a hot iron and beat her so severely she broke the young woman's bones and caused internal bleeding.Read the full story here.

Gabrielle Giffords, many are wondering how such a tragedy could have been avoided.Reportedly most who came into contact with perpetrator Jared Loughner felt he was mentally disturbed, if not violent, yet he remained unknown to local mental health providers. Nobody — not his peers, not his professors, not his community college and not his parents — ever reported or sought help from any metal health services.“To the best of our knowledge, he was never and is currently not enrolled in our system,” Neal Cash, president of the Community Partnership of Southern Arizona, the public mental health services provider for Tucson and Pima County, told the Washington Post, adding that the system would have data on anybody diagnosed with a mental ailment.U.S. mental health law varies state to state, and although involuntary civil commitment fell out of favor long ago, Arizona has some of the most lenient commitment laws to require treatment. While many states require the plaintiff to prove an individual presents imminent danger to himself or others, Arizona’s standard is just based on a person’s “need for treatment.” Further, anybody can petition the courts to have an individual compelled to receive treatment or be institutionalized.Had Loughner been on record as mentally unstable he might have been prevented from purchasing a gun as the he would have been flagged as ill by the National Instant Background Check System (NICS) and unable to purchase a gun under the Gun Control Act of 1968, which prohibits the possession of firearms by the mentally defective.Read the full story here.

Given Hillary Clinton’s remarks yesterday about change in the Arab world and with the Obama Administration’s half-time in office coming next Friday, it’s a good moment for an assessment of Obama human rights policy.That freedom is declining is the stark conclusion of Freedom in the World 2011, the annual survey published by Freedom House. Their assessment:The increasing truculence of the world’s most powerful authoritarian regimes has coincided with a growing inability or unwillingness on the part of the world’s democracies to meet the authoritarian challenge, with important consequences for the state of global freedom. According to Freedom in the World 2011, the latest edition of Freedom House’s annual survey of global political rights and civil liberties, conditions worsened for the fifth consecutive year in 2010. While the decline for the year was less extensive than in some years past, the multiyear spate of backsliding is the longest of its kind since Freedom in the World was first published in 1972….As Freedom House points out, two of the most striking offenders are Russia and China. A famous old quip holds that hypocrisy is the tribute vice pays to virtue, and for much of the past two decades dictators often claimed that they were moving toward democracy—slowly, carefully, in keeping with the local political culture, they would say—but they would claim to be moving. They recognized democracy as the only legitimate and accepted goal. Today, that’s not what Hu or Putin are saying, and “truculent” is a good description of their rejection of freedom and respect for human rights. Putin’s treatment of Mikhail Khodorkovsky and Hu’s of the Nobel Peace Prize winner Liu Xiaobo are the best examples.The blame for violations of human rights and democracy lies squarely with the rulers who commit them, of course, but it is fair to ask about the efficacy of U.S. human rights and democracy promotion policy. Could we be doing better? Andrew Albertson, who until recently headed the Project on Middle East Democracy, has written a powerful assessment of the failings of the Obama Administration’s approach.Despite a few noteworthy gains, primarily Indonesia’s embrace of democracy and civil rights, Muslim-majority countries have failed to make significant progress over the past decade. Only two are ranked as Free, with 19 Partly Free and 26 Not Free. While practically no improvements were registered in the Middle East and North Africa, some gains were recorded in Muslim-majority countries outside the region.   • Pak to block websites, SMS 'propagating anti-Islam agenda'.Pakistan's Interior Minister Rehman Malik today directed the authorities to block websites and SMS "propagating an anti-Islam agenda" within 24 hours.Malik ordered the Interior Secretary to trace all websites that are "propagating against Islam". Cases should be registered against persons who are involved in such acts and are residing in Pakistan, he said. The minister also asked the Secretary to constitute a committee comprising representatives of the Pakistan Telecommunications Authority, Pakistan Electronic Media Regulatory Authority and Federal Investigation Agency to tackle anti-Islam propaganda. The panel should submit its report in a week, he said.He also called on people to inform authorities about websites that are "propagating against Islam and Pakistan".   • Tunisia: State of emergency declared amid protests.Police fire tear gas at the protesters outside the interior ministry.A state of emergency has been declared in Tunisia amid protests over corruption, unemployment and inflation.The decree bans more than three people from gathering together in the open, and imposes a night-time curfew.Security forces have been authorised to open fire on people not obeying their orders.State television is reporting that a "very important statement is expected to be announced to the Tunisian people very soon".Troops have surrounded the country's main international airport, Tunis Carthage, and the country's air space has been closed.Earlier, police fired tear gas as thousands gathered outside the interior ministry in the capital Tunis, urging President Zine al-Abidine Ben Ali to quit.The president has dismissed his government and dissolved parliament, saying new elections will be held within six months.On Thursday night, Mr Ben Ali, who has governed Tunisia since 1987, announced he would stand down in 2014 - but the protesters say he should go immediately.Read and see (Video) the full story here.

Ten of its ministers held a press conference announcing their decision in Beirut that was broadcast live on Lebanese television during the Obama-Hariri summit. by Shimon Shapira.There is a tendency in the West to underestimate the Iranian role in Hizbullah decision-making. But it should be remembered that Hizbullah was created in the offices of the Iranian ambassador to Syria, Ali Akbar Mohtashemi in 1982. Deputy Secretary-General of Hizbullah, Sheikh Naim Qassem, admitted in 2007 that Hizbullah does not pursue its own policy but rather submits to the authority of the Iranian leadership, which instructs it even on military-operative issues. This is based on the ideology of the Iranian Islamic regime, set forth by Ayatollah Khomeini, whose key principle is the rule of the jurisprudent (vilayat al-faqih), the title presently used by Iran’s Supreme Leader, Ayatollah Ali Khamenei.The U.S. and its Western allies, particularly France, have an opportunity to demonstrate their resolve to block Iranian expansionism in the Middle East by taking back the reins of what is transpiring in Lebanon today. They can also serve the interests of international justice by ensuring that the STL actually moves against the murderers of Hariri. But a failure to respond to this Iranian-sponsored provocation will only invite further adventurism on the part of the regime in Tehran elsewhere in the region as it seeks to further establish its hegemony in the Middle East. Grackles have also been found dead in their hundreds recently in Arkansas, Louisiana and Kentucky.Since the 1970s, the U.S. Geological Survey's National Wildlife Health Center in Wisconsin has tracked mass deaths among birds, fish and other critters, said wildlife disease specialist LeAnn White. At times the sky and the streams just turn deadly. Sometimes it's disease, sometimes pollution. Other times it's just a mystery.In the past eight months, the USGS has logged 95 mass wildlife die-offs in North America and that's probably a dramatic undercount, Dr White said.So what's happening this time?Blame technology, says famed Harvard biologist E.O. Wilson. It all begins on a runway in Tampa, where airport officials recently closed that runway in order to change the numeric designators painted there. Why are those numeric designators being changed? Because the Earth's magnetic poles are shifting and the numbers previously painted on the runway no longer match up with the magnetic measurements of sensitive airplane instruments. Last week, a report from the Russia's Ministry for Extraordinary Situations (MCHS) warned that the weakening Earth magnetosphere was allowing "poisonous space clouds" to enter deep into Earth's atmosphere where it is coming into contact with birds.These "space clouds" are called Noctilucent clouds, which exist at very high altitudes (roughly 50 miles) and accumulate space dust from micrometeors and other sources.What's really interesting here is that these noctilucent clouds exhibit very high radar reflectivity This means these clouds create a very large radar signature on weather tracking systems.Now here's where this story gets really interesting: On New Year's Even when birds began falling out of the sky in Arkansas, the National Weather Service in North Little Rock documented an unusual phenomenon on their radar monitors. "There are some indications that we're picking up a non-precipitation target," said Science and Operations Officer Chris Buonanno at the NWS. He went on to explain that the radar signature definitely was not indicative of a cloud or rainstorm.   • Turkey’s rapid radicalization should concern Americans.Turkey’s transformation since the AKP party came to power in 2002 is a textbook example of how a democratically elected Islamist party can convert a formerly friendly nation into an antagonist in a few short years.That’s the opinion of Soner Cagaptay, who spoke Tuesday at The Society of the Four Arts. The Turkish-born Cagaptay is the director of the Turkish Research Program at The Washington Institute for Near East Policy, a Washington, D.C.-based think tank established in 1985 by the American Israel Public Affairs Committee. He’s also a regular commentator on Mideast affairs in print and on television and an adviser to the U.S. State Department.When the AKP took over, many people assumed Turkey’s democratic tradition would moderate the party’s views, Cagaptay said. Instead, the opposite happened. “Recent polls show that Turks consider the United States to be the greatest threat to Turkey,” he said.The AKP muzzled dissent by clamping down on the media and radicalized the Turkish public by exposing it to anti-American rhetoric, which allowed it to pursue Islamist policies inimical to American interests, he said.Among the recent examples Cagapty noted to support his case: Turkey’s opposition to United Nations Security Council sanctions of Iran’s nuclear program and its joint air force exercises with China.For the Islamists, “respect is a one-way street,” he said. “You have to respect them, but they don’t have to respect you.”The AKP’s reception of Sudanese President Omar al-Bashir, who has been charged with genocide by an international court in The Hague, is another illustration of the party’s skewed world view, the speaker said. The release of Yusuf Sönmez on Wednesday comes a day after his detention in İstanbul on an arrest warrant issued by Kosovo.Turkish news agencies reported that Sönmez was freed pending trial.Serbian authorities reacted harshly to the release of Sönmez. Serbian Minister for Kosovo Goran Bogdanovic yesterday told reporters that Sönmez’s release may hurt the fight against illegal human smugglers in Kosovo, the Anatolia news agency reported. Arguing that the court ruling may negatively affect an organ trafficking investigation carried out by the European Union Rule of Law Mission in Kosovo (EULEX Kosovo), Bogdanovic said the decision may pave the way for criminals to be acquitted.Sönmez is among at least nine people who were indicted in the case. Hezbollah leader Hassan Nasrallah promised that the resignation of the Shiite party's ministers from the government would not lead to a civil war, but a short while later two grenades were hurled at the headquarters of Michel Aoun's Free Patriotic Movement north of Beirut.Aoun is considered an ally of Hezbollah. Hariri met with French President Nicolas Sarkozy in Paris Thursday, but the two leaders did not speak to the press. Massachusetts, 97 U.S. 25, 33 (1877), that the police power of the States "extend[s] to the protection of the lives, health, and property of the[ir] citizens, and to the preservation of good order"; and WHEREAS, the protection of the lives, health, and property of Virginia's citizens, and the preservation of good order in the Commonwealth, depend upon the maintenance of both an adequate system of governmental finance and a sound and robust private economy; and WHEREAS, an adequate system of governmental finance and a sound and robust private economy cannot be maintained in the absence of a sound currency; and WHEREAS, the present monetary and banking systems of the United States, centered around the Federal Reserve System, have come under ever-increasing strain during the last several years, and will be exposed to ever-increasing and predictably debilitating strain in the years to come; and WHEREAS, many widely recognized experts predict the inevitable destruction of the Federal Reserve System's currency through hyperinflation in the foreseeable future; and WHEREAS, in the event of hyperinflation, depression, or other economic calamity related to the breakdown of the Federal Reserve System, for which the Commonwealth is not prepared, the Commonwealth's governmental finances and Virginia's private economy will be thrown into chaos, with gravely detrimental effects upon the lives, health, and property of Virginia's citizens, and with consequences fatal to the preservation of good order throughout the Commonwealth; and WHEREAS, Virginia can avoid or at least mitigate many of the economic, social, and political shocks to be expected to arise from hyperinflation, depression, or other economic calamity related to the breakdown of the Federal Reserve System only through the timely adoption of an alternative sound currency that the Commonwealth's government and citizens may employ without delay in the event of the destruction of the Federal Reserve System's currency; and WHEREAS, "legal tender" denotes a currency that must be accepted in payment of a debt denominated in United States "dollars" if the parties have not stipulated that some alternative currency is to be used as their medium of payment or are not otherwise required to use such alternative currency; and WHEREAS, the Federal Reserve System's currency has been designated "legal tender" under color of Title 31, United States Code, Section 5103; and
WHEREAS, under Title 12, United States Code, § 411 and Title 31, United States Code, § 5118(b) and (c), the Federal Reserve System's currency is not redeemable in gold or silver coin or the equivalent in bullion; and WHEREAS, that the Federal Reserve System's currency is not redeemable in gold or silver coin or the equivalent in bullion is being identified by more and more experts as a, if not the, major reason for the ever-increasing instability of the Federal Reserve System; and WHEREAS, all gold and silver coins of the United States are designated "legal tender" under the aegis of Title 31, United States Code, §§ 5103 and 5112(h), and must be so designated perforce of Article I, Section 8, Clause 5 and Article I, Section 10, Clause 1 of the Constitution of the United States; and WHEREAS, pursuant to Article I, Section 10, Clause 1 of and the Tenth Amendment to the Constitution of the United States, each State must make gold and silver coin a Tender in Payment of Debts; and WHEREAS, the Supreme Court of the United States in Lane County v. Oregon, 74 U.S. (7 Wallace) 71, 76-78 (1869), and Hagar v. Reclamation District No. 108, 111 U.S. 701, 706 (1884), has ruled that the States may adopt whatever currency they desire for the purposes of performing their sovereign governmental functions, even to the extent of adopting gold and silver coin for those purposes while refusing to employ a currency not redeemable in gold or silver coin that Congress has designated "legal tender"; and WHEREAS, "the police power" being the primary sovereign governmental function of every State, under Lane County and Hagar every State may adopt its own currency, consisting of gold or silver, or both, whenever necessary and proper to facilitate exercises of that power in aid of the general welfare of the State and its citizens; and WHEREAS, under the aegis of Title 31, United States Code, § 5118(d)(2), and perforce of Article I, Section 8, Clause 5 and Article I, Section 10, Clause 1 of, and the Ninth and Tenth Amendments to, the Constitution of the United States, Americans may employ whatever currency they choose to stipulate as the medium for payment of their private debts, including gold or silver, or both, to the exclusion of a currency not redeemable in gold or silver that Congress may have designated "legal tender"; and WHEREAS, under the aegis of Title 31, United States Code, § 5118(d)(2), and perforce of Article I, Section 8, Clause 5 and Article I, Section 10, Clause 1 of, and the Ninth and Tenth Amendments to, the Constitution of the United States, the citizens of Virginia may choose to employ as the medium for payment of their private debts whatever alternative currency, consisting of gold or silver, or both, that the Commonwealth may adopt in the exercise of "the police power"; and WHEREAS, in light of the possible instability of the Federal Reserve System, proposals for states and their citizens to adopt an alternative currency consisting of gold or silver, or both, are receiving increasing attention throughout the United States, as evidenced by bills that have been or are being introduced in the legislatures of the States of Georgia, Indiana, Montana, New Hampshire, and South Carolina; and WHEREAS, various systems of alternative currency employing gold or silver, or both, in the form of coin or its equivalent in bullion have already proved themselves in the free market, and could either be employed by the Commonwealth directly or be used as models for a new system created by the Commonwealth to meet Virginia's unique needs; and WHEREAS, the adoption of an alternative currency consisting of gold or silver, or both, would not destabilize the present monetary and banking systems, the Commonwealth's governmental finances, or Virginia's private economy, because it would not compel or commit the Commonwealth or her citizens to employ such alternative currency to the exclusion of the Federal Reserve System's currency immediately, but would merely make the alternative currency available, and enable it to be used in competition with and preference to the Federal Reserve System's currency, to the degree that the need for such use became apparent; and WHEREAS, the United States Congress, the U.S. Department of the Treasury, and the Federal Reserve System have taken and are preparing to take no action to provide the United States with an alternative to the Federal Reserve System's currency, in the likely event that the latter would be destroyed through hyperinflation; and WHEREAS, because legislators in Virginia know or should know all of these facts; and because the General Assembly has the authority, the ability, and the duty to take timely action to deal with this situation without first seeking the approval of or assistance from Congress or any other state; and because the Constitution of Virginia provides, "That all power is vested in, and consequently derived from, the people, that magistrates are their trustees and servants, and at all times amenable to them"––for these reasons, the citizens of the Commonwealth will properly conclude that the members of the General Assembly will be primarily responsible if the Commonwealth is found to be without an alternative currency when the Federal Reserve System's currency collapses in hyperinflation, or some other related economic calamity supervenes; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That a joint subcommittee be appointed to study whether the Commonwealth should adopt a currency to serve as an alternative to the currency distributed by the Federal Reserve System in the event of a major breakdown of the Federal Reserve System. The joint subcommittee shall consist of eight legislative members who shall be appointed as follows: five members of the House of Delegates to be appointed by the Speaker of the House of Delegates in accordance with the principles of proportional representation contained in the Rules of the House of Delegates and three members of the Senate to be appointed by the Senate Committee on Rules. The joint subcommittee shall elect a chairman and vice-chairman from among its membership. In conducting its study, the joint subcommittee shall call or hear from such witnesses and take such other evidence as it deems appropriate and shall consider recommendations for legislation, with respect to the need, means, and schedule for establishing such an alternative currency. Administrative staff support shall be provided by the Office of the Clerk of the House of Delegates. Legal, research, policy analysis, and other services as requested by the joint subcommittee shall be provided by the Division of Legislative Services. Technical assistance shall be provided by the Treasurer of the Commonwealth of Virginia and the Bureau of Financial Institutions of the State Corporation Commission. All other agencies of the Commonwealth shall provide assistance to the joint subcommitte for this study, upon request. The joint subcommittee shall be limited to six meetings for the 2011 interim, and the direct costs of this study shall not exceed $12,000 without approval as set out in this resolution. Approval for unbudgeted nonmember-related expenses shall require the written authorization of the chairman of the joint subcommittee and the respective Clerk. If a companion joint resolution of the other chamber is agreed to, written authorization of both Clerks shall be required. No recommendation of the joint subcommittee shall be adopted if a majority of the House members or a majority of the Senate members appointed to the joint subcommittee (i) vote against the recommendation and (ii) vote for the recommendation to fail notwithstanding the majority vote of the joint subcommittee. The joint subcommittee shall complete its meetings by November 30, 2011, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2012 Regular Session of the General Assembly. The executive summary shall state that the joint subcommittee intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document and shall specify the date by which the report shall be submitted. The executive summary and the report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports, and shall be posted on the General Assembly's website. Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may approve or disapprove expenditures for this study, extend or delay the period for the conduct of the study, or authorize additional meetings during the 2011 interim.

  • Opec only likely to act if oil rally lasts.Opec will only hold an emergency meeting if oil climbs above $100 and stays there, although the group's Gulf members could informally add supply if needed, a delegate from a Gulf Opec member state said on Thursday. Brent crude this week hit a 27-month high of close to $99 a barrel, raising concern in consuming countries about the impact of higher fuel costs on the tenuous economic recovery."Opec will only have an extraordinary meeting if oil prices exceed $100 and stay there. We don't want the market to panic," the delegate told Reuters."And if the prices reach $100 and we see that there is a need of supply from our customers, Gulf countries will start producing above their quotas, but this has not happened yet."Most officials in the Organization of the Petroleum Exporting Countries (Opec) maintain there is no need to change a production-restraining policy adopted in 2008, in the aftermath of economic crisis. TUNIS, Tunisia — A protester was fatally shot and a journalist was hit in the leg by police gunfire Thursday as rioting youths clashed with authorities in Tunisia's capital, witnesses said. The second day of violence in the heart of Tunis sharply escalated a conflict between protesters angry over unemployment and repression and an authoritarian government that appears more and more willing to use force to put down its greatest challenge in at least a generation.At least 23 people, possibly dozens more, have now been killed.On Thursday, rioters hurled stones at trams and government buildings in Tunisia's capital. The smell of tear gas filled the air, and so many stones littered the streets that it was difficult to walk through the city, normally quiet and tightly controlled.In one clash near the state radio headquarters in central Tunis, police fired on protesters with bullets, two witnesses said. One protester was hit by a sniper on the balcony of a building overlooking the violence, said witness Hassene Ayadi, who lives in the surrounding La Fayette neighborhood.In the melee, an American journalist was wounded in the leg, according to another witness who spoke on condition of anonymity out of concerns for his security.   • As antisemitism rises, more of Belgium’s Jews immigrate to Israel. Figures released by the Jewish Agency indicated an increase of 63 percent in the number of Belgian Jews who immigrated to Israel in 2010 when compared to the previous year: 250 compared to 152 in 2009. Key causes include increasingly open antisemitism in recent years, and the rise of violent attacks against members of the community, especially its highly-visible ultra-orthodox members.Belgium’s Jewish community numbers about 40,000 from the national population of 10.8 million (0.003). Roughly half are members of the Jewish community of Antwerp, famous for its involvement in making the city a leading global center of the diamond trade, but increasingly under threat in recent years.It should be mentioned that the Belgian organization The Centre for Equal Opportunities and Opposition to Racism issued in 2009 a report, indicating a surge in antisemitism in the country. Between 2004 and 2008, the Centre recorded some 60 antisemitic incidents each year. The same number of incidents was recorded in the first four months of 2009. About one third of the incidents are hate-mails.   • EU sends out £4.4m diaries to schools which list Muslim, Chinese and Hindu holidays... but miss out Christmas and Easter.The European Union has sent millions of diaries to schools which list the dates of Muslim, Hindu, Sikh, Jewish and Chinese festivals - but omit any mention of Christian celebrations.In an extraordinary move, three million 2011 notebooks were printed at a cost of £4.4million to the taxpayer. Around 350,000 of the diaries have already been shipped to schools in the UK alone. There is no record for Christmas, Easter or Lent - despite bureaucrats carefully listing the EU’s self-styled ‘Europe Day’ on May 9.The EU was forced to apologise in the wake of the blunder as religious groups expressed their disbelief.John Dalli, consumer commissioner said: 'We regret this' and apologised. While the apology is general, there has been a specific, grovelling apology sent to the French government and to the French Catholic Bishop Conferences which had complained directly to Brussels.European Catholic Commission spokeswoman Johanna Touzel described the mistakes 'just incredible.'   • Minnesota Wrestling Coach Put on Leave for Reportedly Insulting Obama, Challenging Him to a Fight.An Ultimate Fighting Championship fighter has been placed on administrative leave from his job at a Minnesota high school after he insulted President Obama’s intelligence and challenged the commander in chief to a fight.Jacob Volkmann told Fox News Radio that he is under investigation by White Bear Lake High School, where he has worked as a part-time assistant wrestling coach for three years.“They didn’t like how I was representing the school,” he said. “They said I was representing them bad because of what I said about the president and his policies.”Marisa Vette, the school district’s director of communications, confirmed to Fox News Radio that Volkmann is on paid leave. She refused to say if his comments about President Obama sparked the investigation.“We have an employee who is on leave and the district is investigating in accordance with the law,” Vette said. She declined to elaborate on the investigation or any complaints that were made against Volkmann.Volkmann’s comments came during a New Year’s Day interview after he had won a fight. A husband who hacked his brother-in-law to pieces was caught when a severed thumb 'fell from the sky' after being dropped by a bird, a court heard today.Mohammed Riaz, 33, allegedly kidnapped Mahmood Ahmad, 41, and tortured him to death in an attempt to track down his estranged ex-wife Nahid Ahmad.He enlisted the help of five accomplices to kidnap, imprison and murder father-of-two Mahmood with a mechanical butcher's saw, St Albans Crown Court heard.His remains have never been found and the gang was only arrested after a member of the public found Mahmood's severed left thumb in a car park.A prosecutor told the jury that CCTV footage captured the digit falling mysteriously from the sky and police believe it might have been dropped by a bird which had picked it up.Riaz, of no fixed abode, denies murder, conspiracy to kidnap, conspiracy to imprison and conspiracy to pervert the course of justice.Sharif Mohammed, 37, Faisal Chowdhury, 18, Arnold Alexander Yousaf, 18, and Armizada Hussain, 37, all pleaded not guilty to murder and conspiracy to imprison.Chowdhury and Yousaf pleaded not guilty to the further charge of conspiracy to kidnap and Mohammed and Hussain denied conspiracy to pervert the course of justice.Riaz's sister Sabra Sultana, 36, from Ilford, pleaded not guilty to conspiracy to imprison and conspiracy to pervert the course of justice.In a bid to track down Nahid, Riaz allegedly hatched a plan to kidnap Mahmood and torture him into divulging details of her new address.The court heard that on March 7 neighbours witnessed Mahmood being bundled into a car by Chowdhury and Yousaf on the doorstep to his home.He was allegedly taken to Hussain's home in Manor Park, east London, where he lived with his girlfriend, Sabra Sultana, 36, who is also Riaz's sister.The jury heard that neighbours heard cries of 'leave me alone' and 'let me go' and a scream 'full of fear or terror' between 2am and 4am on March 7.Ahmad, who is survived by his wife Farah Manir, was never seen alive again.Hussain and Sultana are alleged to have cleaned the murder room at a later date and arranged for workers to remove furniture and bathroom units.However, the court heard that police later found traces of Ahmad's blood on the floor and on the wall in the bathroom.Hmmmm.....Ever heard the saying"The truth will be known,even if the crows have to tell"?Read the full story here.



  • South Korea buries 1.4m pigs ALIVE in bid to eradicate foot and mouth disease.South Korea has buried 1.4million pigs alive after an outbreak of foot and mouth disease on the peninsula.The controversial measure has been brought in after 115 cases of the disease were confirmed, originating in the city of Andong.The country is also battling an outbreak of avian flu and recently raised its alert level to 'watch' after discovering the virus at poultry farms in four provinces.Slaughter houses have been asked to work on holidays to boost meat supply after the mass cull saw wholesale prices of beef, pork and chicken soared by 22 per cent in the last month.President Lee Myung-bak held an emergency cabinet meeting yesterday to discuss measures of containing the rapidly-spreading disease.South Korea has already vaccinated 1.2million livestock against foot and mouth since November in eight of its 16 provinces.It nows plans to expand the programme across the country, except for Jeju Island.A statement from the agriculture ministry said: 'Today's meeting reviewed current measures and decided to strengthen preemptive measures.'The government will import more vaccines to cover 11million livestock. The size of the population is indicated by the size of the circle. Disturbing, because they are so visually apparent, are the countries in which life expectancies go zipping off to the left due to political and military turmoil.Saudi life expectancy grows continuously throughout the period, with the fertility rate starting to drop around 1964. Compare it to whatever country you like, but the change is very significant. Here’s another chart showing the statistics for the Arabian Peninsula as a whole. It makes it very clear that Yemen is the odd-man-out.You can spend hours playing around with this chart.   • Why the Left Bears Responsibility for the Arizona Shootings.Last week, mentally disturbed youth Jared Lee Loughner shot 20 people at a rally in Tucson, Ariz., including congresswoman Gabrielle Giffords (D-Ariz.). The left, led by Pima County Sheriff Clarence Dupnik, immediately capitalized on the bloody murders, stating without evidence that Loughner had been inspired by the "the anger, the hatred, the bigotry" of our current political climate.Over the course of the following days, Dupnik and his allies blamed talk radio, conservatives who spread "mistrust of government," Sarah Palin, Nevada senatorial candidate Sharron Angle and Rush Limbaugh.There is enough blame to go around for this shooting spree. Unfortunately for Dupnik and his allies, that blame lies almost exclusively with the left.More than that, we know that he is loony. According to Sheriff Dupnik himself, Loughner has been in trouble with the law repeatedly; he was arrested for possession of drug paraphernalia. And more tellingly, "there had been earlier contact between Loughner and law enforcement after he had made death threats." Dupnik's office knew that Loughner was expelled from the junior college for frightening behavior -- his classmates said he exhibited "kind of hysterical laughing, kind of creepy ... his hands and his parts of his body were shaking and trembling like he was under the influence of drugs or something like that." Some feared for their lives.Let's leave aside Loughner's ideology -- we cannot assume that his leftist leanings were either rational or thoroughgoing, since he was clearly mentally ill. Let's focus instead on the two institutions that are supposed to prevent incidents like this: law enforcement and the mental health establishment.Law enforcement falls under Sheriff Dupnik's domain. Dupnik still has not answered why his office ignored the threats, why they failed to investigate properly, and why Loughner was allowed to roam free and buy a firearm. Even at the most basic level, Dupnik has not explained why Tucson is so crime-ridden altogether.More importantly, Dupnik blew it on this case, in large part because he appears not to understand the nature of madness. Dupnik believes that true mental instability does not exist. Apparently, all acts of madness must be attributed to others' influence. Not coincidentally, this is the leftist view of mental illness -- the left feels that, as Simon and Garfunkel put it, "the words of the prophets are written on the subway walls" (it's no coincidence that another of Loughner's favorite books was "One Flew Over the Cuckoo's Nest," where all the inmates are the sane).The left has blamed society for Jared Loughner. Ironically, they're correct -- but it's the society created by the left that is responsible, not the vaguely and idiotically defined "violent rhetoric society" of which they complain. In recent years, a number of Hindus in Pakistan have been kidnapped for ransom or for forced conversion to Islam, especially in Sindh province. These incidents are generally ignored by the Pakistani authorities, because the Hindu minority lacks support among government officials as well as in the local society, which is predominantly Muslim.The kidnappings of Hindus have become frequent recently in the interior areas of Sindh; according to a report, members of the minority community are now migrating to urban centers and in many cases to India. A media report of mid-October 2010 noted: "Since the beginning of this year, at least eight children of this family have been kidnapped and released in return for a hefty ransom [in interior Sindh]."In March 2009, 35 Pakistani Hindus from the Federally Administered Tribal Areas (FATAs) of Pakistan went to India and asked for asylum. Jagdish Sharma, the Hindu community leader who accompanied them to India, said: "In Pakistan, we were living in extreme fear, due to the domination of a strong group of Taliban who are running a parallel government." Also in July 2009, a group of 100 Pakistani Hindus went to India and sought permission to live there.This migration to India is part of a pattern. Bilal Zafar, a local police officer, confirmed the arrest of Maulvi Ghaus, the cleric who was solemnizing the marriage, as well as the 23-year-old bridegroom. Zafar stated, we received a tip-off about the marriage but it took us a while to find the place as the wedding was being conducted in secret."The incident drew an angry response from a newspaper reader, who wrote: "Surely this is a sign of pedophilia; how else does one justify a man in his 20s marrying a girl who is just six years-old? Why are we as a society so tolerant of such barbaric and medieval practices?" It seems that a large number of child marriages are taking place in Pakistan, especially in the rural areas of Sindh province, though only a few such cases are actually reported by the Pakistani media.In the Dadu district a local journalist was found dead last year after reporting on the marriage of a young girl. A newspaper reader argued recently that child marriages are taking place because government officials are not implementing the provisions of the Child Marriage Restraint Act [of] 1929, which dictates: (1) Punishment for a male adult above 18 years of age for marrying a female child under 16 years of age; (2) punishment for performing such a child marriage; and (3) punishment for negligently failing to prevent the performance of a child marriage."It might look like child's play but little girls dressed up in bridal gowns and jewellery are too often married off to men much older than them in a terrifying aspect of reality. Some parents may marry them off because they have no money or give their hands in marriage to settle disputes. Other motivating factors include family politics or inheritance battles [especially among the landed feudal class]."While the exact number of cases remains unknown, it can be regarded as a common phenomenon with roughly 58 percent taking place in rural and 27 percent in urban areas [of Pakistan]."Pakistan has the Muslim Family Law as well as the Child Marriage Restraint Act of 1929 on its statute books. Moreover, the country also became a signatory to the UN Convention on the Rights of Children in 1990, in which early marriage refers to the marriage of people less than 18 years of age. The government's adherence to the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), should also have served as a deterrent against child marriages.
